Implicit rules_shell dependency in WORKSPACE mode

bazel-lib depends on rules_shell, but does not import this dependency in its WORKSPACE dependency macro.
Dependency in testing.bzl
Lacking http_archive in repositories.bzl
CI failure on rules_zig where I noticed.

Oh, sorry that was only the MODULE dependency but there is no WORKSPACE dependency...

Sure, though I honestly have no idea how to test this because the repo is set up to disable workspace tests, but here's the fix in theory: #1101
