cudnn_version=8.9.7.29-1+cuda12.2

Right now Autoware depends on EoL packages:

• libcudnn8=8.9.7.29-1+cuda12.2
• libcudnn8-dev=8.9.7.29-1+cuda12.2

In Ubuntu 24.04 there is no libcudnn8*. The minimum versions are:

• sudo apt install libcudnn9-cuda-12=9.3.0.75-1
• sudo apt install libcudnn9-dev-cuda-12=9.3.0.75-1

We have to update to at least that version of cuDNN.

@xmfcx Let's first try to remove it. I will investigate possibility of cudnn removal from Autoware.
