Provide "text" version of the emails in addition to HTML

Setting ['mailtype'] = 'text' in the email.php configuration file seems like it should send plain text emails. In testing E!A this setting did not send plain text emails.

This is already mentioned on the docker repo and will be fixed with the next image release.

That ticket seems to be focused on Docker and ENV variables.
This is an issue with the plain PHP script and email.php.
