Trigger emails based on days left rather percentage allocation remaining

As per https://github.com/alan-turing-institute/rctab-api-temp/issues/33, sending usage warnings at fixed percentages has some drawbacks. A better method might be to warn users when they have, for example, 10, 5 and 1 day remaining at the current spending rate.
