Create README.md for javascript folder and restructure the files within

Create a README.md file for javascript Folder stating What the folder is and a table pointing to all the files in the javascript folder.

It would be better to group several files that does a similar task into a single folder inside the javascript folder.

Refer C folder README.md and make it similar to that.
