Popover/Tooltip: incorrect arrow position when using triggerRef

When using triggerRef the arrow position is calculated incorrectly, the border width is not taken into account and the arrow is slightly shifted.

the arrow position should be centered

Odd, I tried setting the box-sizing on the popover to border-box, but it's still off. Will need to investigate more.
