Describe the bug
go to end button will jump to last user message if stream not ended

To Reproduce
Steps to reproduce the behavior:

1. create a new chat
2. ask something which will cause a long reply
3. click go to end button
4. jump to lastest user input

Expected behavior
jump to end of chat (include the streaming content).

maybe it should keep staying at the end of chat unless it not scrolled to end
