[Feature Request]: Add/Edit Table of Contents

Feature Description

I’d like to request a feature to add or edit a PDF's Table of Contents / bookmarks, the kind that appears in the PDF sidebar (not visible in the pdf itself)

Why is this feature valuable?

I scanned a book and used the tool to OCR and merge the files. Now I would like a way to add a TOC so I can easily jump to different chapters directly.

To expand slightly on this request...adding hyperlinks to allow the linking of sections to a particular word or group of words. This would be very helpful for user manuals, technical manuals, etc.
