Upstream the Prism RBS rewriter changes

It's a large branch so we should try to extract PRs out of it as often as possible. Code will not be triggered.

We should first open the extracted PR against Shopify/sorbet and get team feedback. Some of these files are still going through changes, we should prioritize the ones with less volatility.

• Wait for reviews/merge on open PRs
• Check the diff between ko/rbs-over-prism and master
  • Currently not rebased, it should be easier to create a duplicate branch, condense it into a single commit and then git rebase master
  • Open PRs for any of the left over diff
• Enable the RBS Rewriter with Prism

I think this is only waiting for some tests. I need to rebase sorbet#10010 and ensure all the RBS tests are re-enabled that were excluded by Jake.

I've been waiting on the outcome of sorbet#10021 which might change how Prism versions of tests are implemented.
