TypeError when using 'Measurement' type in array-valued variables

**Describe the bug 🐞**

Problem generation throws a TypeError when an array-valued variable is of the `Measurement` type. Occurs for both parameters and initial values.

**Expected behavior**

No TypeError is thrown.

**Minimal Reproducible Example 👇**

using ModelingToolkit, Measurements
import ModelingToolkit: t_nounits as t, D_nounits as D

function foo(; name)
    @parameters a[1:1]
    @variables x(t)

    eqs = [
        D(x) ~ a[1]
    ]
    return System(eqs, t; name)
end

@mtkcompile sys = foo()
prob = ODEProblem(
    sys, 
    [:a => [1.0 ± 0.1], :x => 1.0],
    (0.0, 1.0)
);
