/config chat command to open/create the config.json file in .aish folder #252

Summary of the new feature / enhancement
As we get more configuration options we should provide an easy way for users to access that config file via AIShell, using a simple command like /config seems like an easy way to do so.
Proposed technical implementation details (optional)
User runs /config in their AIShell and if config.json is not created in the .aish folder then create it otherwise open the exsisting config.json in that folder.
