Organizations disappear from JWT when member of many

If I associate a user with one organization, all is well, and I see the organization among the organizations map in the JWT.
But if I associate a user with two organizations, the organizations map disappears completely from the JWT.

Perhaps missed during testing of #57.

I also now see https://stackoverflow.com/questions/79201134/keycloak-and-new-organization-feature-with-multi-membership-on-a-user-v26#answer-79866028 mentions dynamic scopes capability, which we have disabled in both test and prod and I don't recall trying (nor can I find notes of trying) in the past.

Thanks @bickelj for working on this issue. We are currently using 26.2 version and facing this issue. Can you please let us know if there is a timeline for the fix as we rely on user's organization membership for authentication flow.

@nikhil-rafay Please post comments related to the Keycloak organization issue in the Keycloak discussion at keycloak/keycloak#49128. This repository (PhilanthropyDataCommons/auth) is related to a different project (that happens to use Keycloak).
