Docker versions sync is blocked again

Just like in #51 
See https://registry.hub.docker.com/r/oskarstark/phpstan-ga/tags there's only "latest" after 1.8.0

This is very unfortunate, because the latest version uses phpstan 2 and many projects need to keep phpstan 1.
