Describe the bug
2 major issues:

The game will not launch with the "Fullscreen mode" box checked, or enabled via config.ini. I am on a LG OLED 4K 120 Hz display. When launching the game, the screen goes black and I am met with an "Invalid Format" screen, requiring a hard restart. Launching the game in "windowed mode" does work, but it is not borderless and I can see the top and bottom of the desktop. Attempted on 3 different resolutions (4K, 1440p, 1080p) - all the same result.

When loading into the game (in windowed), there is a ton of flashing behind the Main Menu panel - almost like the game is attempting to render in the game world at the title screen.
