Description

Make the table to assign rules to certain teams, we need to list the teams, list the rules, highlight and save selections as well as keep already assigned rules in mind. The save and exit button should be functional as well.

Acceptance Criteria

• assign rules page made
• both tables made
• added to the ruleset page on the assign rules tab
• working and use the proper endpoints

Follow other table structures and use the preexisting abstract row component
