Task status is COMLETE but creates an empty output

Upon launching the MICAPIPE task, if the input content is insufficient to provide results, the task will be marked as **completed** even though the output files are empty.
 
We would expect that if the input does not meet the tool requirement to provide results, we would get an error message when launching the task.
