Well, it is probably a bad idea to train users to ignore error messages. As such, given that enabling config agent is an extra step it might be a good idea to improve the error message. I suggest to either not have "details" be empty or state that "enable-osconfig" in the metadata is set to "False" at least the user can Google a reference to "enable-osconfig" agent why searching for the generic information provided now yields useless results.
