OSConfig Policy - Large Object downloads fail

GCS downloads fail when the files are larger than free space on the volume with the local TempDir, C:\windows\temp. Can a "scratch" drive or path be specified for file downloads? Better yet, can the download go directly to the specified path in the Policy assignment.
