Add missing `ElementType.ANNOTATION_TYPE` for Jackson xml annotations to allow bundling

For some reason, none of annotation types defined in jackson-dataformat-xml have Target to allow use as meta-annotation.
This prevents their use via JacksonAnnotationsInside bundle.
Needs to go in a new minor version, so 2.12.0.
