GitHub Actions Fails to Trigger Dokploy Webhook When Using Cloudflare Proxy

Help needed. I complete the build in GitHub Actions and then trigger Dokploy’s webhook to pull the code and deploy it. However, GitHub Actions always shows the following message:

that looks like its being blocked by cloudflare bot protection, check your waf settings

I set up rules like this in the security settings of the corresponding domain, but GitHub Actions did not trigger the rule. However, when I manually run curl -x https://a.com/api/doploy/123456, the rule is triggered and allowed. I feel like I can’t find a way to solve this problem anymore.
