test scenarios for some new CIS rules on RHEL 8 fail

Description of problem:

When running rule-specific test scenarios of following rules, there are fails:

• accounts_password_pam_unix_enabled/correct.pass - oscap scan returned fail, expected 'pass'
• package_kea_removed/package-installed.fail - script failed to execute
• package_policycoreutils_installed/package-installed-removed.fail - - script failed
• package_policycoreutils_installed/package-removed.fail - script failed
• accounts_passwords_pam_faillock_unlock_time_with_zero/correct.pass - script failed
• accounts_passwords_pam_faillock_unlock_time_with_zero/high.pass script failed to execute
• accounts_passwords_pam_faillock_unlock_time_with_zero/zero.pass - script failed to execute
