Submissions pagination #18
Description
As a judge, I need to be able to view all unreviewed submissions.
As there will be many records, we will need to retrieve submissions via pagination.
We will need to implement pagination at the database level using LIMIT and OFFSET: https://orm.drizzle.team/learn/guides/limit-offset-pagination
We should make this query via a findMany method exposed on the submission service: app/challenges-platform/services/submissions-service.ts
