Organize IFEX project into a reusable library

In the development of AUTOSAR support, it will be necessary to use the "common code" of the Open Source IFEX project as a library. This would be helped by reorganizing this project to separate "common code" and have it presented as a separate python module.

At the same time, the project also needs a little bit of updates and reorganization to be a well-structure python project according to the latest popular python packaging trends.

The PR also addresses "make it possible to use as a library" but to close this issue I would do a little more additional work to make things even more encapsulated with a clearly defined boundary and interface, so there is no risk of mixing IFEX-ARXML development with the open-source project. It's a step in the right direction.
