ClientModel: Rework APIs previously in the System.ClientModel.Internal namespace

The goal of this is to prevent them from needing to be emitted as custom types into generated clients.

These types include:

• ModelReaderWriterExtensions
• ModelReaderWriterHelper
• OptionalDictionary
• OptionalList
• OptionalProperty
• TypeFormatters
