[OpenAI] Add the suffix `count` to parameters for showing token counts

Address the methods, getCompletionTokens, getPromptTokens, getCachedTokens and getReasoningTokens to include the suffix Count.

We should edit the TypeSpec definition and generate the new names, but not directly modify the existing name in Java.
