Art Bot will respond to Art Blocks specific help queries in any server it is a part of

Art Bot does not take into consideration the server it is on thus I can be on a PBAB partner's Discord ping Art Bot with "help?" and it will respond with information about why squiggles are paused. It probably makes sense to configure all current queries in smartBotResponse.js to only respond to queries in the Art Blocks server or build out a more robust system for PBAB partners to customize Art Bot's responses.
