Get correct `SessionInfo.project` for Templeton behavior sessions

• currently uses info from
  https://github.com/AllenInstitute/npc_lims/blob/main/tracked_sessions.yaml for
  ephys sessions
• need more info for behavior-only sessions
• a basic tracked_subjects.yaml with project would be sufficient
