Broadcast Positioning with 5G Broadcast

Context

This topic seems to be hyped again. Supported in ATSC, XGEN announced some proprietary solution.

Problem description

Assume an SFN with multiple eNBs
The UE can estimate its position using

1. Information (timing and location info) from the assistance eNBs
2. Time-of-arrival (ToA) measurements done on the UE side

Suggested solution

Address this as a simple service in TS 103 720 adding the information 1), for example on service level.

@haudiobe it would be good to have some baseline specs how a PNT service should work and should be implemented.

We tested PNT with 5G Broadcast some years ago and there is a 5G-MAG RT receiver implementation, I need to check if we can contribute it. However, there is a second usecase for a GPS and one Tx to improve positioning on a cm level. If PNT is added, we should also consider adding this use case as well.
